OBJECTIVE

The Progetto Ordinario “Formazione partecipata” project is part of an integrated cross-border plan entitled SAPALP - Saperi Alpini – “Percorsi di sostenibilità lungo lo spartiacque comasco-ticinese”, (meaning “Routes to sustainability along the Como and Ticino border) together with three other Progetti Ordinari projects, as detailed here below:  P.O. Legno: “Saperi per un uso sostenibile della risorsa” (meaning, “Knowledge for sustainable use of a resource”); P.O. TI-CO….NSUMO: “Saper promuovere, valorizzare, conoscere le eccellenze agroalimentari” (meaning, “Know how to promote, enhance and recognise fine agricultural and food products”); P.O. Cultura alpina: “Saper valorizzare il territorio” (meaning, “Know how to maximise the area”).
The P.O. Formazione project aims to try a new strategy, promoting training as an "instrument" useful for the socio-economic re-launch of the cross-border area, distinguished by strong tourist, cultural and environmental aspects, by maximising human assets.
The project focuses on similar areas that share strengths and weaknesses, making it possible to establish shared objectives. The area has linguistic and cultural identities and is affected by the consequences of a strong demographic decline, which affects the supply of human resources, making it necessary to draw from external labour markets.
At the same time, the project creates a plan of the action requested, needed and shared by all of the Progetti Ordinari del Pit SapAlp projects in order to facilitate achievement of the common goals envisaged and represented by enhancement of the tourism sector and cultural heritage and protection of the natural and environmental heritage of the area.

Aim

In line with the objectives of the Interreg programme, the partners involved intend to:

  • strengthen the cooperation between people and institutions with an active role in the management of human resources in the area through the creation of a permanent exchange network;
  • plan and try out integrated vocational training activities and share good practices, approaches and models;
  • increase the level of professionalism possessed by operators in the tourism, cultural and environmental sectors;
  • promote integration processes by maximising the central location, the proximity of the areas and the shared need to maximise the natural and cultural heritage and sustainable forms of tourism;
  • promote integration of the area through the creation of a single image highlighting the local characteristics and coordinated training of operators in the relevant sectors;
  • promote continuous development to support the adaptability of workers, thus increasing employment levels and inclusion in the labour market;
  • link training to the production system.

 
Objectives closely linked to coordinated implementation of the SapAlp Pit project are also expected to be achieved, such as the creation of a climate of partnership among the parties involved in the different areas, the creation of a sense of agreement about the project among residents, discussions concerning development of the initiatives, promotion of the integration of activities envisaged by SapAlp Pit, the creation of a "cross-border learning space" with shared teaching/organisational bases to maximize results in terms of the qualification, specialisation and updating of the professional skills of the human resources involved.


Activities included in the project

The agency, in the capacity of lead partner for the P.O. Formazione Partecipata project, coordinates and manages development of the actions specified in the work program, as detailed here below:

Action 1  - Research and preparation of shared planning instruments
With Action 1, the project starts with the involvement of all partners and stakeholders (social, members of associations, institutional) called to participate in the creation of a "cross-border learning space". Building the political, institutional and technical conditions required to activate stable and virtuous mechanisms for cooperation between the parties involved; promoting mutual recognition of skills; use of the "Regional Framework of Professional Standards" defined by Regione Lombardia, which offers the “inter-systematicity” and transferability of the European logic of EQF.

Action 2 - Design and planning of the PIT SapAlp training programme
This action aims to pursue joint development of a "PIT Sapalp training programme", using shared teaching/organisational bases to maximize results in terms of the development, qualification and specialisation of the professional skills of the human resources involved.

Action 3 - Pit SapAlp community development
This action is developed in parallel with Action 2; it involves the planning and implementation of seminars/workshops and sharing good practices with the aim of creating a climate of partnership amongst the parties involved in the different areas. This should create a sense of agreement about the project amongst residents and start discussions related to development of the initiatives, promoting greater integration between the activities foreseen by SapAlp Pit.
For this purpose, use of the Pit SapAlp technical assistance and coordination plan portal is also envisaged as a means of communication and documentation as an effective and efficient tool for providing information to users.

Action 4 - Provision of training activities 
This action implements the activities planned and scheduled in the "Pit SapAlp training programme", resulting from the collaboration implemented in Actions 1 and 2 in relation to the "analysis of needs" and preparation of the "Pit SapAlp training programme catalogue".

Action 5 – Management, coordination and monitoring, assessment and communication of the results.Project management and coordination, as well as in-house monitoring, will be entrusted to the Agency for Training, Orientation and Employment for the province of Como, in line with its role as lead partner.
